Oracle Database Running without Any Process

Today i observe a very uncommon scenario,  a database Oracle 10g version on RHEL 4 is running without any process.

 [testdb1] /home/oracle> ps -ef | grep smon
oracle    2999 31093  0 01:43 pts/3    00:00:00 grep smon
 [testdb1] /home/oracle> ps -ef | grep pmon
oracle    3002 31093  0 01:43 pts/3    00:00:00 grep pmon
 [testdb1] /home/oracle> ps -ef | grep cdr03
oracle    3045 31093  0 01:43 pts/3    00:00:00 grep cdr03
oracle   28966 28965  0 01:40 ?        00:00:00 oraclecdr03 (DESCRIPTION=(LOCAL=                                                                             YES)(ADDRESS=(PROTOCOL=beq)))
 [testdb1] /home/oracle> export ORACLE_SID=cdr03
[cdr03] /home/oracle> sqlplus sys as sysdba
